Ne kete pervjetor te madh, bordi drejtues i Albasoul dhe stafi i tij kane nderin tu percjellin tek te gjithe bashkeatdhetaret nga mbare bota kete urim qe buron nga zemra:

Ky jubile ka nje domethenie akoma me te madhe pasi ne kete dite, flamuri yne kuq e zi do te ngrihet ne Tirane, Prishtine, Tetove e cdo vend te botes ku banojne, punojne e studiojne shqiptare. Ne kete dite ne do te festojme clirimin e Kosoves nga okupimi serb dhe do te festojme njohjen e te drejtave te shqiptareve ne FYROM. Krahas ketyre zhvillimeve pozitive historike per ne shqiptaret, ngelet ende shume per te bere per te vene ne vend amanetin e te pareve.
CESHTJA KOMBETARE SHQIPTARE KERKON ZGJIDHJE !
Ne kete dite te shenuar, krahas gezimit dhe harese, duhet te jete edhe nje dite ku secili nga ju reflekton mbi zhvillimet e kombit shqiptar dhe cfare ngelet per tu bere. Njohja e pavaresise se Kosoves, kthimi i shtetit am ne rrugen e demokracise dhe legjitimitetit, nderkombetarizimi i ceshtjes came, jane vetem disa prej ceshtjeve qe kerkojne ende zgjidhje.
90 vjet jane shume ne jeten e nje njeriu, por nuk jane shume per nje popull autokton te mocem si ky i yni. Per aq kohe sa shqiptaret do te gjejne gjuhen e mirekuptimit, per aq kohe sa do te dine te vendosnin ceshtjen kombetare mbi interesat e ngushta personale, ne do te jemi ne rrugen e drejte te zgjidhjes se ceshtjes kombetare, drejt bashkimit kombetar.

Tė dashur qytetarė tė Vlorės,
I nderuar zoti Kryetar i Bashkisė,
Tė nderuar politikanė, diplomatė dhe tė ftuar tė pranishėm
Sot shteti ynė shqiptar mbush 90 vjet. Unė kam kėnaqėsinė qė bashkė me ju tė pėrkujtojme 28 nėntorin, datėn – simbol qė lidhet me krijimin dhe integritetin e shtetit shqiptar. Nė kėtė pėrvjetor, pėr herė tė parė nė 90 vitet e historisė sė shtetit shqiptar, jemi bashkuar tė gjithė shqiptarėt, duke i dhėnė fund kohrave, kur festat kombėtare ndaheshin sipas bindjeve politike.
28 nėntori ėshtė njė ditė paqeje, dashurie, krenarie dhe kujtimi pėr tė gjithė shqiptarėt kudo qė ndodhen ata. 90 vjet mė parė, disa nga bijtė mė tė shquar tė historisė sonė, tė udhėhequr nga mendja e urtė e plakut flokėbardhė Ismail Qemali, ngritėn flamurin nė Vlorė dhe shpallėn pavarėsinė. Akti i tyre atdhetar pėrbėn ngjarjen mė tė rėndėsishme nė historinė e shtetit shqiptar. Ky akt na bėn sot tė pėrulemi me respekt tė thellė ndaj veprės sė Ismail Qemalit, Isa Boletinit, vėllezėrve Frashėri, Luigj Gurakuqit, Elena Gjikės, Aqif Pashė Elbasanit, Gjergj Fishtės, Mehmet Konicės, Ymer Prizrenit dhe emrave tė tjerė tė mėdhenj tė kombit. I paharruar nė jetė tė jetėve qoftė kujtimi i tė gjithė atyre qė sakrifikuan ose dhanė jetėn pėr fitimin e pavarėsisė, mbrojtjen e saj dhe vendosjen e demokracisė nė Shqipėri.
Vėllezėr e motra,
Gjatė shekullit tė fundit, ne provuam shembjen e perandorisė osmane; mbretėrinė e parė dhe tė suksesshme shqiptare; pushtimin fashist nė prag e gjatė Luftės sė Dytė Botėrore; luftėn ēlirimtare kundėr tyre; diktaturėn komuniste pėr afro 50 vjet, si edhe tranzicionin e gjatė e tė vėshtirė demokratik. Ky zhvillim tregon se asnjė vend nė botė, pėrfshirė edhe Shqipėrinė, nuk ka patur vetėm histori pozitive. Ēdo gjė ka vendin e vet. Koha do tė tregojė ku gabuam dhe ku kishim tė drejtė. Sot nuk ėshtė e rėndėsishme tė mbajmė kokėn pas, por tė kapėrcejmė tė kaluarėn e hidhur dhe tė shohim pėrpara. E ardhmja i pėrket fėmijėve e nipėrve tanė. Nuk duhet tė lejojmė, qė ata tė na mallkojnė pėr punėn qė kemi bėrė.
Nė kėtė ditė tė shėnuar, ne jemi dėshmitarė, aktorė, prodhues, humbės dhe pėrfitues tė njė epoke tė re ndryshimesh, qė i jep fund tranzicionit dhe hap rrugėn e konsolidimit tė njė sistemi vlerash qytetare e europiane, ashtu siē e aspiruan 90 vjet mė parė themeluesit e shtetit shqiptar. Zhvillimet pozitive nė Shqipėri janė shoqėruar edhe me zhvillime mjaft pozitive nė Kosovė, Maqedoni dhe nė Malin e Zi, ku shqiptarėt kanė rikonfirmuar vullnetin e tyre pėr tė ndėrtuar njė tė ardhme tė sigurtė, demokratike e tė integruar pėr tė gjithė qytetarėt. Ne tė gjithė ndihemi krenarė e tė gėzuar me ecurinė e proceseve demokratike nė Kosovė. Zgjedhjet e fundit atje treguan se Kosova ka hyrė nė rrugėn e pakthyeshme tė demokracisė dhe vlerave perėndimore. Mendojmė se zgjidhja e statusit tė Kosovės ka rėndėsi tė madhe pėr tė ardhmen e rajonit.
Ne kemi pėrkrahur stabilitetin dhe integritetin e Maqedonisė dhe kemi nxitur zhvillimet pozitive, qė kanė ēuar nė pėrfaqėsimin parlamentar e qeveritar tė shqiptarėve. Njėkohėsisht, ne vlerėsojmė se zbatimi integral i Marrėveshjes sė Ohrit pėrbėn njė domosdoshmėri e ndihmė, jo vetėm pėr ecurinė e mėtejshme tė procesit demokratik dhe bashkėjetesėn shqiptaro-maqedone, por edhe pėr stabilitetin e rajonit nė tėrėsi.
Sot bashkė me ne, Ditėn e Pavarėsisė e festojnė edhe mėse gjysėm milion shqiptarė, tė cilėt pėr arsye tė ndryshme, kryesisht ekonomike, janė detyruar tė emigrojnė gjatė 10 viteve tė fundit nė vendet perėndimore. Ata janė flamuri ynė nė botė, krenaria dhe kultura jonė, pjesė e pandarė e trungut tonė kombėtar. Interesimi dhe kujdesi i shtetit dhe diplomacisė shqiptare duhet tė jetė pjesė e pandarė e politikės.
Njėkohėsisht, rritja e kontakteve, prezencės dhe integrimit politik e ekonomik tė diasporės shqiptare nė tė gjithė hapat e zhvillimeve social-ekonomike tė vendit, duhet tė jetė pjesė e objektivave kryesore tė shtetit shqiptar. Diaspora jonė duhet tė kontribojė mė tepėr pėr vendin ku prehen etėrit dhe gjyshėrit e tyre.
Tė dashur bashkėqytetarė,
Pėrvjetorėt e festat nuk janė vetėm ditė pėrqafimesh, por edhe reflektimesh e angazhimesh. Ne kemi nevojė ta pėrdorim kėtė moment pėr tė nxitur e thelluar procesin e nisur tė reformave dhe tė shtetit demokratik ligjor ku jeta, prona, liria, mendimi dhe besimi janė pasuri e ēmuar, e garantuar dhe e paprekshme. Rruga e reformave qė kemi nisur duhet tė vazhdojė. Klima e re politike, e bazuar nė bashkėpunimin pozitė – opozitė pėr thellimin e reformave, pėr integrimin euro-atlantik dhe pėr largimin nga politika konfliktuale 10 vjeēare, duhet thelluar e pėrhapur mė tej.
E ardhmja e jonė varet nga shumė gjėra, tė cilat i kemi pėrmbledhur me njė fjalė: detyra shtėpie. Por kushti kryesor ėshtė garantimi i stabilitetit politik, i cili mė shumė se nė interes tė individėve tė caktuar, ėshtė nė interes tė tė gjithė shoqėrisė dhe qytetarėve. Le tė punojmė pa prapaskena, debate boshe e hipoteza pesimistėsh, pėr tė arritur rezultate konkrete. Ti kthejmė popullit besimin e buzėqeshjen dhe vendit perspektivėn e krenarinė. Kritikėt e pėrhershėm duhet tė mos harrojnė se minusi mė i madh pėr ne deri mė sot ka qenė mungesa e stabilitetit politik, e cila ka ardhur nė rradhė tė parė si rezultat i njė lufte politike tė paprinciptė. Demokracia nuk ecėn pėrpara me luftė e grindje, por me alternativa e debate, qė ofrojnė vizione tė qarta pėr zgjidhjen e problemeve dhe tė ardhmen e vendit.
Detyra jonė kryesore ėshtė qė nocionin e pavarėsisė sė shtetit ta kuptojmė e ta konkretizojmė si pavarėsi e individit tė respektuar nga ligji, pronės e shenjtėrimit tė saj, mendimit e ideve si pjesė e shoqėrisė sė lirė, lėvizjes dhe e veprimit nė emėr tė interesave tė shoqėrisė demokratike. Shteti ėshtė legjitim, demokracia ėshtė e sigurtė dhe shoqėria ndjehet e lirė vetėm nėse individi dhe idetė e tij janė tė lira dhe tė garantuara. Shqipėria ka vuajtur mjaft nga pėrjashtimi i ideve opozitare, nga persekutimi i mendimeve, nga diskriminimi i grupeve tė caktuara tė qytetarėve, nga loja me pronėn e tjetrit dhe abuzimi me pushtetin. Koha kėrkon njė mentalitet tė ri mendimi dhe veprimi, qė harmonizon dėshirat personale tė individėve e grupeve tė caktuara me ato tė shoqėrisė nė tėrėsi.
Partitė dhe fushatat shkojnė e vijnė, shteti ėshtė dhe mbetet njė. Ne kemi nevojė pėr njė shtet tė fortė nė dobi dhe nė shėrbim tė qytetarėve. Partitė janė pjesė e pazėvėndėsueshme e pluralizmit tė ideve, por misioni i ndėrtimit dhe forcimit tė shtetit tė sė drejtės qėndron mbi ēdo parti. Njė shtet i qytetarėve, i aftė tu shėrbejė atyre, ndėrtohet nga qytetarė tė guximshėm dhe tė palodhur. Si president dua t’ju pėrsėris premtimin qė bėra me 24 korrik: mbi ēdo gjė vė Shqipėrinė dhe interesat e saj. Ky ėshtė detyrimi im kushtetues, vullneti dhe angazhimi im i palėkundur personal pėrpara qytetarėve dhe vendit. Ndaj edhe kėrkoj nga tė gjithė bashkėqytetarėt e mi, faktori politik dhe biznesi: mirėkuptim, bindje ndaj ligjit e vendosmėri pėr tė ecur pėrpara.
Secili prej nesh duhet tė sillet, tė mendojė dhe tė veprojė si njė patriot i mirė pėr vendin e vet. Tė jesh patriot do tė thotė tė duash vendin tėnd dhe tė respektosh dashurinė e tė tjerėve pėr vendin e tyre. Nė kohėn e sotme patriot i mirė ėshtė ai qė respekton ligjin, lufton pėr lirinė e vet dhe tė shtetasve tė tjerė, paguan taksat dhe e konsideron vehten, aktor tė rėndėsishėm tė pėrfitimeve dhe pėrgjegjėsive nė shoqėri. Ky ėshtė njė mesazh sidomos pėr klasėn politike, tė zgjedhurit dhe tė emėruarit, punonjėsit e drejtėsisė dhe nė tė gjitha nivelet e tjera tė administratės. Ata qė kanė spekulluar me urtėsinė dhe fisnikėrinė e popullit shqiptar dhe janė pasuruar padrejtėsisht, duhet dhe do tė pėrballen me drejtėsinė. Ata duhet tė kuptojnė pėrfundimisht se vendi ynė i vogėl, varfėr dhe i vonuar, nuk ka dhe nuk mund tė ketė mė kohė pėr tė humbur qoftė me eksperimente politike, qoftė me praktika abuzive nė emėr tė shtetit.
Nė ditėt, javėt, muajt dhe vitet e ardhshme na presin sfida tė mėdha. Vendi ka njė sėrė problemesh pėr tė zgjidhur, nė mėnyrė qė rruga e reformave tė jetė e sigurtė dhe e suksesshme. Reformat nė sistemin e drejtėsisė, nė fushėn ekonomike, nė sistemin zgjedhor, nė ēeshtjen e pronave, nė Forcat e Armatosura, nė administratėn publike dhe sektorė tė tjerė tė rėndėsishėm, pėrbėjnė disa nga objektivat tona kryesore, realizimi tė cilave ėshtė i domosdoshėm pėr integrimin tonė nė NATO dhe nė Bashkimin Europian.
Unė kam besim tė plotė se me punė, pėrkushtim dhe ndershmėri do t’ia arrijmė me sukses nė rrugėn qė kemi nisur. Le tė jetė ky pėrvjetor njė nxitje pėr tė gjithė ne pėr mė shumė angazhim e bashkim. Le tė shėrbejė ky moment qė t’ju uroj juve dhe gjithė qytetarėve e bashkėkombasve tanė, gėzuar festėn e pavarėsisė. Dėshira ime ėshtė e mbetet qė tė ndodhem sot pranė cdo familje shqiptare, nė Shqipėri, Kosovė, Maqedoni, Greqi, Itali, SHBA, Australi dhe kudo tjeter ku ajo ndodhet, pėr tė ndarė gėzimin e festės dhe pėr t’i siguruar se shqetėsimet e tyre dhe aspiratat e pėrbashėta kombėtare do tė jenė pjesa kryesore e preokupimeve tė mia derisa tė zgjidhen.

Dear citizens of Vlora,
Honourable Mr. Chairman of the Town’s Hall,
Honourable politicians, diplomats and present guests
Today, our country, Albania, becomes 90 years old. I have the pleasure to be in this well-known square along with you, to commemorate November 28th, the symbol date related to the existence and integration of the Albanian State. In this anniversary, for the first time in 90 years of the Albanian State history, we, Albanians, are gathered together, to bring to an end the times when national days were separated according to political convictions.
November 28th is a day of peace, love, pride and remembrance for all Albanians, wherever they are located. 90 years ago, some of the most distinguished sons of our history, led by the wise mind of the white-haired old man, Ismail Qemali, raised the flag in Vlora and declared the independence. Their patriotic feat provides our history with the most important event and marks the end of a long and dramatic period under Ottoman Empire. This feat makes us bow with reverence today in front of the work of Ismail Qemali, Isa Boletini, Frasheri brothers, Luigj Gurakuqi, Elena Gjika, Aqif Pashe Elbasani, Gjergj Fishta, Mehmet Konica, Ymer Prizreni and other major names of our nation. May the memory of the people, who sacrificed or gave their life for independence, its protection and establishment of democracy in the country, be unforgettable!
Brothers and sisters,
During the last century, we experienced the downfall of Ottoman Empire; the first successful Albanian kingdom; the fascist occupation on the verge of WWII; the liberation war against this occupation; the communist dictatorship for about 50 years, as well as the long and difficult democratic transition. This development demonstrates that no country in the world, Albania included, has had only positive developments. Everything has its own place. Time will show where we acted erroneously and where rightly. Today, it is not important to keep our head back, but to overcome the bitter past and look forward. The future belongs to our children and grandchildren. We should not allow them to curse the work we have done.
On this special day, we are witnesses, actors, producers, losers and winners of a new epoch of changes, which brings transition to an end and opens the way to the consolidation of a new system of urban and European values, as it was aspired 90 years ago by the founders of the Albanian State.
The positive changes in Albania have been associated with very positive changes in Kosovo, Macedonia and Monte Negro where the Albanians have reconfirmed their good will to build a safe, democratic and integrated future for all the citizens. We all feel proud and happy at the course of democratic processes in Kosovo. Their last elections demonstrated that Kosovo has entered the irreversible road of democracy and western values. We think that the solution to Kosovo status is of high importance for the future of the region.
We have supported the stability and integrity of Macedonia and we have encouraged the positive developments, which have led to parliamentary and governmental representation of Albanians. We, likewise, appreciate the fact that the integral implementation of Ohrid Agreement constitutes indispensability and assistance, not only for the further continuation of democratic processes and Albanian-Macedonian co-existence, but also for the stability of the region as a whole.
Along with us, the Independence Day, is celebrated by other half a million Albanians, who for different reasons, mainly economic ones, have been obliged to emigrate these last 10 years to western countries. They represent our banner in the world, our pride and culture, the indivisible part of our national stock. The interest and attention of State as well as the Albanian diplomacy should be an indivisible part of politics.
Likewise, the frequency of contacts, presence, and political and economic integrity of the Albanian Diaspora in all its steps of socio-economic developments of the country, should be part of the main objectives of the Albanian State. Our Diaspora should contribute more to the country where their parents and grandparents rest.
Dear co-citizens,
Anniversaries are not just days of sharing warm embraces, but reflections and engagements, too. We need to use this moment to promote and deepen the process of reforms and democratic rule of law, where life, property, freedom, thought and faith are a valuable, assured and untouchable wealth. The road of reforms we have embarked upon should proceed. The new political climate, based on position-opposition cooperation for the deepening of reforms, Euro-Atlantic integration and removal from the 10 year old conflict-ridden politics, should be enhanced and spread further more.
Our future depends on a lot of things, which we have summed up in one word: home tasks. But the fundamental condition is the assurance of political stability, which is in the interest of the entire society and citizens, rather than of certain individuals. Let us not work behind the scenes, using empty debates and pessimistic hypotheses in order to reach concrete results. Let us return the faith and smile to our people, and the prospect and pride to our nation. The permanent critics should not forget that the greatest minus we have had till now was the lack of political stability, which has resulted first of all due to the political struggle with no principles. Democracy can not proceed amidst wars and struggles, but with alternatives and debates, offering clear visions for the solution of problems and the future of our country.
Our main duty is to understand and materialise the notion of state independence as individual independence respected by law, protection of property, thoughts and ideas as part of free society, movement and action on behalf of the interests of democratic society. The state is legitimate, democracy is secure and the society feels free only if the individual and his ideas are free and assured. Albania has long suffered due to the exclusion of oppositional ideas, persecution of thoughts, discrimination of specific groups of citizens, playing tricks with the property of the other and abuse with the power. Time now requires a new mentality of thought and action, which harmonizes the personal wills of the individuals and specific groups with the wills of the society in its entirety.
Parties and campaigns come and go, the state is and remains one. We need a strong state to the benefit and service of our citizens. The parties are an irreplaceable part of plurality of ideas, but the mission of establishing and strengthening the rule of law stands above all parties. A state of citizens, able to serve to them, is built by brave and untiring citizens. As President, I would like to repeat the promise I made to you on July 24th: I place Albania and its interests above everything else. This is my main constitutional obligation, my will and personal steadfast engagement before my citizens and country. This is why I require from my co-citizens, political and business factor: understanding, obedience to the law and determination to move ahead.
Each one of us should behave, think and act as a good patriot for his country. To be a patriot means to love your country and respect the love of the others for their own country. At our times, a good patriot is the one who respects the law, fights for its freedom and the freedom of the other citizens, pays the taxes and considers himself an important actor of benefits and responsibilities in the society. This message is especially for the political class, the elected and nominated, justice authorities, and authorities of all the other levels of administration. Those who have speculated with the wisdom and nobility of the Albanian people and have gained wealth unjustly should and will face justice. They should finally realise that our small, poor and slow-moving country doesn’t and shouldn’t have time to lose, be it with political experiments or abusing practices on behalf of the state.
In the future days, weeks, months and years great challenges lie in wait for us. Our country has a wide range of problems to solve, in order to have a safe and successful road of reforms. The reforms in the judicial system, economic sphere, electoral system, property issue, Armed Forces, public administration and other important sectors, constitute some of our principal objectives, the fulfilment of which is indispensable for our NATO and EU integration.
I am fully convinced that with work, commitment and honesty, we will successfully proceed in the road we have embarked upon. Let this anniversary be an encouragement to all of us, for more engagement and unity. Let this moment serve to wish you and all our citizens and co-nationals: Happy Independence Day!
